Located 10 km
east of Mafraq in the Governorate of Mafraq, Za’atari camp was
established in July 2012 and is home to an estimated 80,000 Syrian
refugees, including 45,000 children. The camp is divided into 12
districts and possesses a local vibrant market with over 3000 shops, in
addition to key facilities and services such as hospitals, schools and
electricity for part of the day. Close to 50 organizations- United
Nations agencies, international and national Non-Governmental
Organizations as well as private companies- operate in Zaatari camp
under the coordination of the Syrian Refugee Affairs Directorate (SRAD)
and the UN Refugee Agency (UNHCR).
Azraq camp
opened in April 2014 as Za’atari reached its full capacity. Under the
Governorate of Zarqa, the site, located 30 kilometres west of Azraq town
and 90 kilometres from the Jordan-Syrian border is in hot desert
terrain. With a size of 13.5 km2, Azraq camp was designed to host at
least 55,000 refugees; however, there are currently an estimated 36,000
people, including 20,000 children, living in the four villages of Azraq
camp.
The Emirati
Jordanian Camp (EJC) also opened in 2014 and has been hosting around
7,000 Syrian refugees, half of whom children, under the management of
the Emirati Red Crescent and the Syrian Refugee Affairs Directorate.
Located in Ramtha, King Abdullah Park (KAP) has been hosting around 500
refugees, mostly Palestinian refugees from Syria, since the closure of
Cyber City Camp.
UNICEF has been
working in Syrian refugee camps in Jordan since they were established,
providing essential services for children to achieve their full
potential and realize their rights. UNICEF has been responsible for
coordinating the provision of education services to children in close
partnership with the Ministry of Education of the Hashemite Kingdom of
Jordan.As of December 2018, Zaatari counts 13 education complexes spread
around the camp, as well as 7 Kindergarten sites. Azraq camp counts 6
education complexes, as well as 4 Kindergarten sites. Emirati Jordanian
Camp (EJC) counts one education complex whilst children in King Abdullah
Park (KAP) attend public schools in Ramtha city. In all these
facilities, in coordination with the Ministry of Education and its
Directorates, UNICEF has been providing comprehensive operational and
technical support, for which UNICEF is now seeking hiring two qualified
education field associates. The post holders will provide support to and
monitor the implementation of formal and non formal education
interventions in camps. This includes monitoring the quality and
timeliness of all operational support to education facilities, as well
as the quality of the learning environment and education services
provided in camp education facilities.
Functional Responsibilities
The purpose of
the assignment is to provide support to and monitor the implementation
of formal and non formal education interventions in camps, under the
supervision of the UNICEF Education Officer for camps. Specific
responsibilities include, but are not limited to, the following:
- Support with assessment, monitoring and documentation of all operational activities in camp schools and KGs such as: hiring and management of incentive-based volunteers, cleaning and security, and monitor the work of the UNICEF’s Operational contractor.
- Systematically undertake and document monitoring visits in camp education facilities and produce comprehensive reports. Flag urgent concerns to supervisor.
- Collect accurate data on all apsects of education interventions in camps, and maintain updated information management systems for camp education.
- Compile information on violence cases and maintain an updated database.
- Monitor and report unsuccessful cases of registration and agree on a course of action to follow up with the relevant Directorates of Education.
- Attend all the community gatherings in the camps relating to education and ensure community cocnerns are documented and addressed.
- Ensure feedback and complaints from the community (helpline, feedback boxes) are captured and responded to in a safe, timely and effective manner.
- Lead on the implementation of community mobilization efforts related to education, e.g. learning for all.
- Coordinate the arrangements for Tawjihi exams, and other major education events.
- Follow up with principals on children who have or are at risk of drop-out, and on actions taken by schools.
- Conduct frequent visits to Makani centers to monitor the implementation of the education component of the programme, support the effective administering of placement tests and report any concern to the Makani focal point in UNICEF’s education team.
- Work closely with the Makani team and other camp partners to ensure proper referral systems for out of school children.
- Participate in and/or represent UNICEF in relevant external and internal coordination mechanisms;
- Support the MOE custodians with stock management and needs assessment.
- University degree in Social Sciences, International Relations, Social Development, Social sciences or other relevant disciplines
- 1 year of experience in education and/or humanitarian sector.
- Diploma in teacher preparations is desired.
- Fluency in both English and Arabic is required.
2- Project Associate
Background Information - Job-specific
UNOPS is
supporting the Ministry of Tourism and Antiquities in the rehabilitation
and equipping of an existing building identified as the future premises
of the Regional Centre for Conservation and Restoration (RCCR) in
Jerash RCCR. The RCCR will is being established with the aim to provide
training and professional development, and promoting socio-economic
development and tourism in the areas of conservation and restoration
with positive effects throughout the Middle Eastern Region (Jordan,
Syria, Lebanon and Palestine).
UNOPS will be
responsible for the design and rehabilitation and equipping, ensuring
highest standards in design and construction, the respect of ‘state of
the art’ requirements for safety and security, disability access and the
use of innovative technologies to optimize the RCCR utilization and
reduce operational costs.
Functional Responsibilities
Under the
overall guidance of the Head of Programme and the direct supervision of
the Project Manager (PM), the project Associate will be responsible for
the following functions:
The Project
Associate will report to the Project Manager. She/he will be expected to
conduct regular missions to other locations to monitor and interact
with project stakeholders in the execution of the projects.
- Prepare terms of reference for contractors and consultants and prepare recruitment requests;
- Assist with the translation of project documents to and from Arabic and English;
- Support logistical preparations for training events, seminars and workshops.
- Support and follow-up with processing administrative, financial and procurement tasks required for project execution in collaboration with UNOPS operations section;
- Monitor the provision of services by contractors and consultants in coordination with the field personnel and/ or relevant partners;
- Receive and check financial reports sent by contractors and consultants before handing over to operations section,
- Receive and check technical outputs sent by contractors and consultant before submitting to administrative section;
- Support in preparing for, and organizing of project meetings;
- Drafting of regular project progress reports to UNOPS management, donor and other recipients;
- Work in close collaboration with other UNOPS projects and participate in UNOPS management/planning exercises as required;
- Support the planning, reporting, project design and resource mobilization efforts of UNOPS in providing technical services;
- Supports the project management office to ensure all project administration tasks are completed in accordance with customer and internal processes and governance.
- Perform any other duties as might be required for the successful implementation of the projects.
- Bachelor degree in development studies, sciences, public administration, business management, engineering or other relevant field.
- A minimum of 2 years of directly relevant experience in project implementation;
- Experience of working in an international NGO, UN agency or other international technical cooperation agency is required;
- Experience in supporting construction and/or procurement related project(s) is desired;
- Experience in project design, implementation and monitoring is required;
- Experience in managing and organizing events including excellent organizational skills, ability to follow deadlines, accuracy and attention to details is required;
- Knowledge in use of MS Office is required;
- Proven capacity to interact with a variety of stakeholders, including non-governmental partners, and other UN agencies and international donors is desirable;
- Previous knowledge of the UN system is desirable.
