Consultancy Title: Support JoRISS 

(Jordan Response Information system for the Syria Crisis),

The United Nations Children's Fund Jordan Country Office in Amman seeks a dedicated, experienced, highly motivated and proactive Consultant. Under the supervision and guidance of the M&E Specialist, supports sections by efficient programme implementation by facilitating a seamless information exchange between UNICEF and MOPIC/MIT through accurate and timely JORISS uploading and reporting as well as daily problem solving and consultations in liaising with relevant ministries.

BackgroundJordan Response Information System for the Syria Crisis ( JORISS ), is an online system that is administered by MoPIC to manage the information related to partnership and funds disbursement for all projects/programmes under the Jordan Response Plan for the Syria Crises.

During the past two years JORISS data entry and reporting were handled by the programme sections in UNICEF JCO. However, in order to ensure the smooth programme implementation, since 2018 JCO has centralized all the JORISS related tasks and other relevant trouble shooting functions which require a close consultation with relevant ministries such as MOPIC, MIT and SRAD at PME.

Although PME has absorbed such extra functions by hiring a JORISS consultant during in 2018, the volume of trouble shooting functions has increased recently. With this background, PME section is hiring a consultant who can accommodate demanding trouble shooting functions through day-to-day consultations such as partners access to camps with different ministries in addition to JORISS support.

Purpose of this consultancyTo support and prompt efficient programme implementation by facilitating a seamless information exchange between UNICEF and MOPIC/MIT through accurate and timely JORISS uploading and reporting as well as daily problem solving and consultations in liaising with relevant ministries

OBJECTIVES
  • To coordinate the process of JCO's annual work plan submission and MOPIC's approval by closely liaising with the government (MOPIC and MIT).
  • To provide day to day support to programme sections in collating, reviewing, uploading and reporting of UNICEF projects to JoRISS. 
  • To perform quality check prior to JORISS uploading and reporting.
  • To liaise/follow up with ministries and agencies all through the JORISS approval process.
  • To serve as a trouble shooting point for the issues related to the fund transactions to the non-government partners in closely liaising with programme sections and MOPIC.
  • To serve as a trouble shooting focal point by addressing all the other political issues internally and externally by collecting information in liaising with MoPIC and/or UNICEF programme sections. 

Description Of AssignmentThe consultant will be responsible for the following:
  • To consolidate and review JoRISS data submitted from different programme sections, i.e. WASH, CP, Health& Nutrition, Education, Youth & Adolescents and Social Protection.
  • To work closely with UNICEF partners in coordination with relevant programme sections in gathering the required project data/information.
  • To review the accuracy of project data submitted by partners in working closely with the relevant UNICEF technical specialists.
  • To upload UNICEF projects data and other required documents into JoRISS. This requires data entry in addition to supporting documents such as proof of registration and three letters (cover letter, commitment letter, and confirmation letter) uploading.
  • To address comments which will be provided by MoPIC prior to the finalization of project uploaded data.
  • To liaise with MoPIC JoRISS team to address any queries, challenges and suggestions.
  • To follow up with the relevant ministries/agencies to secure all approval documents required for JoRISS
  • To coordinate collecting information from various UNICEF programme sections and the Supply section for reporting UNICEF direct implementation into Light JORISS
  • To coordinate collecting information from UNICEF programme sections for reporting funds transferred to Government ministries through Protocols
  • To coordinate collecting information from programme section at the reporting phase. Reporting on progress is required twice a year; July and December 2019.
  • To serve as a JORISS contact point, and address queries and issues raised by MoPIC and/or UNICEF programme sections in timely manner.
  • To propose solutions for any problems/challenges which are deriving from the fund transaction from UNICEF to non-government partners
  • To serve as a trouble shooting focal point by addressing all the other political issues internally and externally by collecting information in liaising with MoPIC and/or UNICEF programme sections. 
  • To compile all the workplan supporting documents required by MoPIC for workplan approval process (partnership table, registration certificates to implementing partners, etc.). 

Key Deliverables
  • Excel database developed to facilitate all JoRISS data collection from programme sections
  • About 40 JoRISS data collected from programme sections i.e. WASH, CP, Health& Nutrition, Education, Youth & Adolescents and Social Protection, accuracy is checked and tabulated into Excel Sheet
  • All JoRISS Projects data (about 40 Projects) uploaded
  • All JORISS supporting documents (certificate of registration, cover letter, commitment letter, and confirmation letter) uploaded.
  • Comments from MoPIC on JoRISS submission are addressed
  • Comments made by relevant line ministries and agencies are addressed
  • Data for UNICEF direct implementation is uploaded to Light JORISS
  • JoRISS reports uploaded and updated every two months
  • Supporting documents for workplan approval required by MoPIC are submitted
  • Problems and/or issues (not limited to the fund transaction to CSOs) raised internally and externally are addressed by collecting information in liaising with the government (MoPIC, MIT, SRAD, etc) and/or UNICEF programme sections. 

Period Of PerformanceThroughout the contract period, the consultant will be submitting daily or weekly report and monthly report against the deliverables:

Deliverables
  • All JoRISS data (about 40 projects) uploaded
  • All JORISS supporting documents (certificate of registration, cover letter, commitment letter, and confirmation letter) uploaded
  • Comments made by MoPIC on JoRISS submission are addressed
  • Progress reported under JoRISS for all Projects and updated twice a year (in July and December)
  • Uploading any additional project if developed by programme sections 
  • All the MoPIC queries/requests in relation to JoRISS Projects data are addressed in timely manner
  • JORISS reporting quality check and uploading are performed in timely manner
  • Served as a JORISS Contact Person for UNICEF JCO and its implementing partners
  • JORISS related hands-on capacity building for UNICEF and Partners if needed
  • Workplan supporting documents prepared and submitted to MoPIC
  • Problems and/or issues (not limited to the fund transaction to CSOs) raised internally and externally are addressed

Reporting Requirements (if Applicable)
  • Progress report is required on daily (during the busy period) or weekly basis throughout the consultancy period
  • Monthly progress report is required prior to monthly installment
  • Key performance indicators:
  • # and % of JoRISS projects uploaded from different programme sections (Target - about 40 projects (or 100% of UNIVCEF projects) are uploaded)
  • # and % of JoRISS approved projects are reported (Target - about 40)
  • Excel database for JORISS uploading and reporting developed and updated regularly
  • UNICEF Workplan 2020 supporting documents are prepared and submitted to MoPIC for approval purpose
  • # of problems and/or issues (not limited to the fund transaction to CSOs) raised internally and externally are addressed in timely manner
  • Special consideration In case MOPIC's annual workplan approval modality and process change and/or PME's functionality that is related to such process changes during the reporting period, this consultancy may need to be reviewed and/or the contractual period maybe shortened.

    Qualification RequirementsEducation:Secondary education is required.

    Work experience: 
    • A minimum of 5 years of professional experience in data management, M&E and development work.
    • A good experience in working with the government counterparts and CSOs in Jordan is required.

    Technical knowledge:
    • Knowledge in operating management information system and data analysis. Familiarity with JoRISS is a strong asset.
    • Good command of Excel

  • Language:
    • Fluency in Arabic and English is a must.
    • Excellent writing skills (Arabic and English is required)
    • Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multi-cultural and stressful environment.
    Evaluation ProcessQualified candidates are requested to submit:
