The main responsibilities include:
Provision of ethics advice:
Providing timely and confidential ethics advice and guidance to staff members;
Managing the ethics helpline, monitoring trends and conducting analysis into the root causes of ethical dilemmas for staff;
Assisting in the management of relevant confidential files and information;
Conducting complex organizational, managerial and/or legal research;
Consulting and liaising with a number of
Departments/Divisions/Sections/Offices and/or other parties, with
regards to advice and requests, including Divisions within IOSD, Legal
Office (Staff Assistance), Human Resources Department (HRD) and
Department of Legal Affairs (DLA);
Protection Against Retaliation (PaR) matters:
Advising staff on the Agency's Protection Against Retaliation (PaR)
policy and internal grievance mechanisms; conducting preliminary review
of staff Protection Against Retaliation (PaR) requests and drafting
prima facie case findings;
Developing management recommendations, where appropriate;
Engaging with UNRWA internal justice system bodies on retaliation cases;
Remediating situations when retaliation has occurred and effectuating
consultation/resolution process; employing creative solutions to prevent
retaliation and reduce instances of formal complaints;
Providing assistance to develop ethics training materials and
programmes; providing assistance to develop outreach materials and
ensuring engagement and outreach by the Office with all staff members;
facilitating ethics training and outreach workshops, in close
cooperation with HRD at Headquarters and Field Offices; assisting in
managing the implementation of ethics e-learning;
Administering the Area Staff Outside Interest Disclosure Programme;
providing guidance and advice to staff members on disclosure issues;
reviewing the disclosure form and bring potential conflicts of interest
to the attention of the Chief, Ethics Office.
Additional information
The incumbent will be required to travel, as needed, in the Agency’s area of operations in the Middle East.
Conditions of service
Option One: Fixed Term Appointment, Grade 17
Monthly basic salary JD 1086.60 plus special occupation allowance of
69.90% of the basic salary. Other benefits include monthly Provident
Fund contribution (15% of basic salary paid by the Agency), compulsory
medical insurance, 30 days of annual leave, and dependency allowance (if
applicable).
Option Two: Limited Duration Contract (LDC- Band G)
Monthly basic salary starting from JD 1440.40 depending on the
professional knowledge and experience. Other benefits include compulsory
medical insurance, 30 days of annual leave pro-rated to the duration of
the contract where less than one year, and family allowance (if
applicable).
To qualify for this position, you will need:
Education
An advanced university degree (Master’s or equivalent) from an
accredited educational institution in law, public administration, human
resources management or a related area; a first-level university degree
in combination with three additional years of qualifying experience may
be accepted in lieu of an advanced university degree;
Work
experience
Seven years of progressively relevant experience in law, corporate
compliance, organizational ethics, staff misconduct and investigation,
employee relations or other related area;
Language(s)
Excellent command of spoken and written English and Arabic.

Director of Infrastructure & Camp Improvement (DICI) at UNRWA
Headquarters in Amman in close cooperation with relevant UNRWA Filed
Offices,
Departments and Divisions to facilitate Solid Waste Management (SWM) strategy
implementation across UNRWA areas of operation.
The main responsibilities include:
Supporting the pilot implementation of the Solid Waste Management (SWM)
Implementation Plans in Talbieh and Irbid Camps in Jordan and advising on improvements
on this regard and ensuring that lessons learned are streamlined in all fields;
Supporting the preparation of field specific Solid Waste Management (SWM) frameworks as
well as implementation plans for other camps in Jordan and for camps in other fields, and
preparing camp specific implementation plans when needed, taking into consideration
resources constrains while providing effective and efficient solutions to address camps
specific challenges. Making sure that the Field specific Solid Waste Management (SWM)
frameworks and Camp specific implementation plans address and consider; the qualitative
and the quantitative characteristics of the solid waste at the camp, vector-borne diseases,
feasibility of recycling and re-using SW; and that they are integrated with the field strategy
and the filed operational practices with technical and social innovations;
Developing technical instructions, procedures, checklists and quality assurance and quality
control measures to institutionalize Solid Waste Management (SWM) practices and to
ensure that the developed strategies, frameworks and implementation plans are
streamlined in all fields, conducting monitoring visits to the fields to make sure that the
related activities/interventions are in line with the above;
Establishing, coordinating and managing work plans, monitoring and reporting frameworks
and other governance arrangements with regard to all aspects of Solid Waste
Management (SWM) strategy implementation, evaluating and advising on the needs for
the SW improvement (human, logistic, project and financial resources) and conducting and
coordinating periodic reviews of the status, delays, gaps and other issues affecting
implementation progress and proactively identify and recommend remedial measures;
Organizing and/or coordinating the organization of workshops and on the job/study tours,
and developing and delivering training programmes for Field Sanitation Engineers;
Developing and contributing to the Capacity Building programme of UNRWA personnel,
including development of necessary training materials and identification of relevant
partners;
Developing change management and communication strategies and activities and
facilitating working sessions for varied audiences ranging from senior management to
technical team members and the general public;
Overseeing, advising and providing support to Environmental Engineering staff in all Fields
in the areas of water quality, water supply systems operation and maintenance, well
development, insect and rodent control, environmental health safety and review of work
implemented under this section of work, coordinating and monitoring within the reporting
frameworks and other governance arrangements with regard to all aspects of
Environmental Engineering;
Assessing needs and providing advice on the improvement of sanitary facilities at UNRWA
schools and UNRWA health centers including medical waste;
Developing, as necessary, terms of reference for feasibility studies and coordinating
construction works for the development of environmental infrastructure;
Developing self-help camp sanitary improvement programmes and providing technical
guidance and supervision to such programmes;
Liaising and maintaining contact with the respective governmental, municipal and other
concerned local organisations on sanitation matters;
Assisting in the development and implementation of protection mainstreaming in the area
of SW collection, treatment, disposal and use; and making recommendations on the
preparation of guidelines for development of community participation in SW management
including reduce, collection, recycling and other related activities; Developing self-help
camp sanitary improvement approaches to involve and increase awareness of the camp
community; and providing technical guidance and supervision to such approaches.
Conditions of service
Limited Duration Contract (LDC- Band H)
Monthly basic salary starting from JD 2175.50 depending on the professional knowledge and
experience. Other benefits include compulsory medical insurance, 30 days of annual leave prorated
to the duration of the contract where less than one year, and family allowance (if

Additional information

Education Advanced university degree (Master or equivalent) from an accredited
educational in environmental engineering, ecological engineering or a

A minimum eight years of progressively experience in environmental

Proficiency in successfully managing large scale process transformation
initiatives that materially and structurally improved Solid Waste
Management (SWM) or related issue areas;
Experience in environmental safety, water analysis, and waste
disposal/treatment plants, including their design and operation.
Language(s) Fluency in speaking and writing in English and Arabic.
Desirable qualifications:
Project Management certification;
The proven ability to develop manuals and guidelines to institutionalize Solid Waste
Management (SWM) best practice;

Of the some 5 million Palestine refugees registered with our Agency,
roughly one third live in 58 recognized refugee camps in Jordan,
Lebanon, Syria, the West Bank and Gaza Strip.
Over the years, these camps have transformed from temporary 'tent
cities' into hyper-congested masses of multi-storey buildings with
narrow alleys. The camps are considered to be among the densest urban
environments in the world, but because camp structures were built for
temporary
use, over the decades the buildings have become overcrowded, critically
substandard and in many cases life-threatening. Launched in 2007 to
address the deteriorating environments of the camps, the Infrastructure
and Camp Improvement Programme (ICIP) adopts an integrated,
comprehensive, participatory and community-driven improvement of the
built environment of Palestine refugee camps.

The main responsibilities include:
Maintaining efficient organization of the Director’s office including
handling his/her schedule, attendance records, files, duty and private
plans, screening and prioritizing visitors and telephone callers,
setting up meetings and interviews;
Arranging supervisor’s frequent missions, travel arrangement, briefing
folders, visas and hotel reservations; providing long distance
administrative support during his/her travel updating him/her on matters
requiring immediate attention;
Controlling and prioritizing a heavy inflow and outflow of
documentation exercising primary check on their accuracy and
completeness before submitting them to his/her supervisor;
Receiving, screening, logging and routing correspondence; researching
and attaching necessary background information and maintaining follow up

UNRWA
UNRWA is a United Nations agency established by the General Assembly in
1949 and is mandated to provide assistance and protection to a
population of some 5 million registered Palestine refugees. Its mission
is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and
the Gaza Strip to achieve their full potential in human development,
pending a just solution to their plight. UNRWA’s services encompass
education, health care, relief and social services, camp infrastructure
and improvement, microfinance and emergency assistance. UNRWA is funded

Grade 13, Monthly Salary from JD 773 & 500 Fils. Other benefits
includeProvident Fund contribution (15% of basic salary paid by the

The incumbent is responsible to the Deputy, Chief Field Education
Programme through the Head of the Education Development Centre or to the
Area Education Officer as assigned. S/he is responsible for the
provision of technical support towards equitable inclusive quality
education to all staff assigned to him/her in the area and will monitor
and support their professional development in cooperation with the Head
Teacher/School Principal to enhance inclusive teaching and learning and
promote safe and effective learning environment in schools.
Primary Duties and Responsibilities
· Supports schools and assists teachers directly through
team/model, co-teaching (plan, teach, and evaluate a lesson with the
teacher seeking assistance), and class room observation. Provides,
explains, and demonstrates instructional resources and materials, and
monitors the implementation of up-to-date equitable inclusive quality
teaching methods and techniques at all schools he/she supports;
· Supports schools and teachers in continuing professional
development and school-based teacher development programs, and advises
on developing and implementing comprehensive, professional development
plans that are aligned with teachers’ competencies, applying a coherent
model of support, adult learning strategies and appropriate models of
technical support and research based practices;
· Assists and advises the Head Teachers/School Principals in
setting , implementing and evaluating their School Development Plan, and
coordinates continuing professional development needs for all schools
he/she supports to enhance school ethos and ensures that the needs of
the schools are met;
· Provides support in curriculum analysis and enrichment to meet
the new curricular challenges and innovations and the different aspects
of inclusive education and advises on identifying appropriate teaching
and learning tools, materials and resources to ensure that the needs of
all students, teachers and schools are met;
· Works as a team member and assists on quality assurance
implementation to enhance inclusive educational services against set
standards and performance indicators for improving quality of schools;
· Supports teachers and schools in assessing and analyzing
students’ achievement by identifying different strategies for all
learners in order to improve the quality of teaching and learning;
· Participates in preparing for interviewing and selection of
candidate for teaching posts to ensure criteria applied, and the most
qualified and capable teachers are hired; assists Head Teachers/School
Principals in the performance management of teachers in relation to
technical aspects;
· Performs such other duties as may be assigned.
Minimum Qualifications
· A University degree from a college or university recognized by
UNRWA in the subject to be supported plus at least one year of
professional teacher training; or
· A University degree from a college or university recognized by
UNRWA in the subject to be supported plus a higher Diploma or advanced
degree in education;
· At least eight years satisfactory teaching experience in the subject to be supported.
Language
(i) Excellent command of spoken and written Arabic;
(ii) Good command of spoken and written English.
Competencies
· Knowledge of educational theories and good practices, and teacher/ school development;
· Ability to establish and maintain effective working relationships with others in a team working environment;
· Demonstrated ability to communicate both verbally and in writing;
· Ability to work under pressure and meet target deadlines;
· Problem solving and decision making skills;
· Proficiency in the standard PC applications used by the Agency;
· Research and problem solving skills in teaching and learning context;
· Integrity and positive attitude.
Desirable Qualifications
· Advanced degree in a related subject;
· Possession of a valid driving license.
Additional Information
The incumbent may be required to work beyond the regular working hours.
Equivalency
When the minimum requirements are not fully met, the concerned Director
may exceptionally substitute part of the unmet requirements with a
combination of relevant academic qualifications, additional professional
training and progressive relevant work experience.
NB: Work experience alone or formal qualifications with no relevant work
experience are not considered an acceptable combination.
